Senate Approves Reauthorization of Underground Utility Protection Act

The state Senate passed legislation today that would reestablish a law protecting underground utilities, according to the bill's sponsor Sen. Tommy Tomlinson (R-Bucks).

Senate Bill 1104 would reauthorize and update the Underground Utility Protection Act, commonly known as the One Call System. The One Call System gives contractors, builders and excavators information on the location of underground utilities so they do not disturb the lines.

"The effects of a broken gas or utility line can be devastating, so the importance of safe digging cannot be taken lightly," Tomlinson said. "Reauthorizing the One Call System is an important step in promoting public safety and protecting our environment."

In addition to providing information on the location of utility lines, Senate Bill 1104 also requires excavators to contact the proper authorities when they cause an emergency condition that affects life or property, such as the release of natural gas or other hazardous substances. The legislation will also add higher standards for complex projects and amend the Act to include Department of Transportation projects.

The bill will now go to the House of Representatives for consideration.
